About this Speaker

William Chapman currently serves as the Statewide Interoperability and Watch Center Manager for the State of Oregon. Before joining the state, William spent 10 years with the University of Arizona Police Department where he supervised the department's 9-1-1 communications center. He also served as the Internal Affairs Lieutenant with the Arizona Rangers - Tucson Company and as the Training and Preparedness Captain for University of Arizona Emergency Medical Services (EMS). In addition to his state role, he remains active in public safety as a volunteer firefighter/Advanced Emergency Medical Technician (AEMT) and apparatus operator with Marion County Fire District #1, as well as serves as the current president of the Marion County Fire Volunteer Foundation. 

William holds a Bachelor of Science in Public Administration from the University of Arizona, a Certificate of Advanced Leadership from the Eller Executive Development program and is a graduate of the Oregon Executive Development Institute (Session 36). He also holds the Emergency Number Professional (ENP) designation from the National Emergency Number Association and has achieved his Associate Systems Engineering Professional (ASEP) through the International Council on Systems Engineering.  

He resides in West Salem, Oregon with his wife Kathryn, daughter (Charlotte), and their dog (Cooper).
