Mouncef Belcaid

Mouncef Belcaid is the Director of the Network Program Management Division at the FirstNet Authority, overseeing the Network Technical Oversight Program, Network Cybersecurity and Data Analysis Program, Network Business Services Program, and Network Service Delivery Program. With over 25 years of Information Technology and Telecommunication leadership experience, he has driven innovations in AI, machine learning, and cloud technologies to enhance FirstNet Authority's capabilities, including transitioning from 4G LTE to 5G networks. A recipient of multiple awards for excellence in program management, Mr. Belcaid leads multi-billion-dollar initiatives supporting public safety communications. He has pursued extensive studies in Computer Information Systems and holds multiple certifications in cybersecurity, program management, and federal government contracting, demonstrating his commitment to advancing secure, scalable technologies for first responders.
