About this Speaker

Leigh Pereda is the Special Projects Coordinator for the Guam Police Department (GPD), a role she has held since July 2021. She serves as the lead project manager overseeing the modernization of the Government of Guam’s land mobile radio (LMR) communication system, which has been in service for more than 30 years.

Before joining GPD, Leigh served as Program Manager for the State and Local Implementation Grant Program (SLIGP) at Guam Homeland Security/Office of Civil Defense. From 2013 to 2021, she led outreach efforts and disseminated information about the Nationwide Public Safety Broadband Network (NPSBN). She also coordinated meetings between the FirstNet Authority and Guam’s public safety agencies to ensure the island’s communication needs were incorporated into FirstNet's deployment.

In addition to her duties at GPD, Leigh is the co-chair of the FEMA OCONUS Regional Emergency Communications Coordination Working Group (RECCWG) for Region IX. She also supports Guam’s Emergency Support Function 2 (ESF-2) team during activations and has helped organize key engagements between the FirstNet Authority, AT&T, and Guam’s public safety community.

Though emergency communications and public safety are new areas for Leigh, she brings a strong background in administration, public relations, and marketing. She holds a bachelor's degree in business administration with a concentration in travel industry management from the University of Hawaii at Manoa.
