About this Speaker

Joey C. DelaCruz has been an integral part of the Commonwealth of the Northern Mariana Islands (CNMI) Office of Homeland Security and Emergency Management (HSEM), Office of the Governor, since 2009. In his role as the Emergency Operations Center (EOC) Manager, he oversees the Division of Emergency Management, ensuring the efficient operation of the EOC facility. His responsibilities include managing the 24-hour state warning point-watch desk, overseeing information technology and communications, monitoring seismic activity, and supervising the ESF-2 desk.

He played a pivotal role following Super Typhoon Soudelor in 2015 and Super Typhoon Yutu in 2018, which both had devastating impacts on Saipan. He managed the EOC facility during these crises, coordinating resources, information, and support for response and recovery efforts.

Prior to his current position, he served as the Community Emergency Response Team (CERT) Program Manager under CNMI HSEM for four years. He provided CERT training and instruction in Basic First Aid, CPR, and AED. Through his extensive network of partners and dedication to outreach, awareness, and public education in emergency preparedness, he and his team of volunteer instructors trained over 500+ community members across Saipan, Rota, and Tinian. He continues to offer consultation and guidance to the CERT Program.
An alumnus of the Pacific Executive Leadership Program (PELP), he also served as an officer with the Transportation Security Administration (TSA) in Saipan for two years.
