Paul Rolinski is an emergency medical dispatch supervisor for the Guam Fire Department. He joined the Guam Fire Department as an emergency medical dispatcher in 2001 when the first official 9-1-1 Center was opened in Guam and was promoted to supervisor in 2006. In 2007, he took on the role of land mobile radio communications manager for the department; in 2009, he was given additional responsibility to handle the department’s information technology and Management Information Systems division. In 2017, Paul led the Next Generation 9-1-1 (NG911) System Upgrade Project, which included development of the request for proposal, evaluation of the prospective bids, and award. He was responsible for the supervision of the transition from the Legacy 9-1-1 System to the NG911 system, and now serves as the program manager for the NG911 system.
