Joshua Black is an Information Security Manager with the Cybersecurity and Infrastructure Security Agency (CISA). He works in the Emergency Communications Divisions Emerging and Advanced Technology branch. He is the Federal Lead for computer aided dispatch (CAD)-to-CAD interoperability helping federal, state, local, tribal, and territorial stakeholders prepare for and implement these advanced capabilities. He also supports Emergency Support Function-2 (Communications) activities for CISA during emergency and planned events.
Prior to joining CISA, Joshua retired after serving 20 years in the United States Coast Guard as an Operations System Specialist Chief Warrant Officer, Telecommunications Specialist, and Type 1 Communications Unit Leader (COML). During his service, he managed communications commands for multiple emergency response incidents and planned large scale events, including Hurricanes Sandy, Matthew, Maria, and Harvey; national conventions; Presidential inaugurations; and overseas missions. He has a Bachelor of Science in Criminal Justice and Homeland Security and a Master of Science in Emergency Services Management with a focus on Crisis/Emergency Disaster Management.
